The project is designed with a particular emphasis on the existing site in Sarpsborg, rich with history and character. This means a good variation of building typologies, housing types and outdoor areas. The flexible concept can be adjusted to the market through a 20-year period of development. With an elegant, pragmatic crossing below the railway, a new north-south connection is realized on the site, emphasized by a new main pedestrian street along Torsbekkparken.
The area has relatively high density, yet maintains a high share of row houses and small scale typologies that reflect the existing building scale in Sarpsborg. Characteristic structures are kept as important landmarks to the area. The identity of the neighbourhood is kept and reinterpreted for a new use and function.
